The Returning Veterans Project is proud to partner with the Oregon National Guard to bring the Star Behavioral Health Program free of charge to providers in the state of Oregon.

Location: Online

Continuing Education: 6.75 CE Credits

Cost: Free. Open to all health service providers and community members.

Who Should Attend: This training is open to all RVP Volunteer Providers, social workers, mental health counselors, and community providers.

What You Will Learn:
Star Behavioral Health Program Tier 1 provides an introduction to military culture and information about the deployment cycle:

Military Culture and Terminology: Enhancing Clinical Competence

Learning Objectives:

  1. Attending practitioners will develop a greater under-standing of STARS clinical, military culture training program.
  2. Attendees will develop a greater understanding of the Oregon National Guard and those who serve.
  3. Characterize the structure and major components of the United States military.
  4. Analyze common characteristics of the military population and how they compare to the general population.
  5. Substantiate the importance of a distinct culture to the military.
  6. Appraise elements of the military experience and lifestyle that are integral to military culture.

The Deployment Cycle and Its Impact on Service Members and Their Families

Learning Objectives:

  1. Distinguish between the three phases of the deployment cycle and the events and stressors common to each phase.
  2. Assess deployment cycle-related stressors unique to special populations, including the Selected Reserve, female Service members, and military family members.
  3. Analyze challenges that Service members face in achieving successful post-deployment reintegration.

CE Faculty
Beth Conn, LCSW, (MAJ, ORARNG)
Beth Conn is the Director of Psychological Health for the Oregon National Guard. She received her Master’s Degree in Social Work from Portland State University in 1994 and has 25 years of social work and counseling experience. Her career experiences have included juvenile corrections, adoption social work, workshop/conference speaking, teaching, mentoring, and counseling individuals, couples, and groups. Her passion for veterans and experience in working with PTSD led her to seek out a job within the military culture. She began working as a contractor for the National Guard in 2013, and took a direct commission in January 2015, as a full-time Behavioral Health Officer.

Eddie Black, B.S. Psychology - Philosophy (SFC, retired, ORARNG)
Eddie Black served in Marines as an avionics technician on F/A-18 Hornets from 1989 – 1994 with deployment to Desert Storm. In the Marines he obtained the rank of Sgt E5. In 2004, while attending the University of Oregon, he enlisted into the Oregon Army National Guard and was soon deployed to Iraq for Operation Iraqi Freedom 2. In 2007 he transitioned from C Co 2-162 IN to work as an infantry instructor with 1-249th Regional Training Institute. In 2017 he rejoined C Co 2-162 and deployed to Somalia in 2019/20. He retired from the ORARNG in FEB 2021.

Registration for this training occurs directly through the Star Behavioral Health Program.
