This educational session will provide participants an overview of the Oregon National Guard Sexual Assault Prevention and Response (SAPR) Program that supports service members and eligible dependents who have experience military sexual trauma.

Location: Online

Continuing Education: 2 CE (Applied through NASW)

Cost: Free to RVP Volunteers and partnering clinics who are listed in our directory and who have an active MOU with RVP.  We also welcome our OR/WA Vet Center and VA staff to join for free.
All other community providers, please pay $29(or apply to become a RVP volunteer provider).

Who Should Attend:
This training is open to all RVP Volunteer Providers, social workers, mental health counselors, and community providers.

What You Will Learn:
This educational session is designed to provide participants with an in-depth overview of the Department of Defense’s Sexual Assault Prevention and Response (SAPR) Program, which serves service members and eligible dependents who
have experienced military sexual trauma (MST). The session will highlight elements of the SAPR Program in the Oregon National Guard, emphasizing its role in supporting victims and survivors while promoting accountability and cultural change within the military environment. Participants will gain an understanding of the distinct roles and responsibilities of Sexual Assault Response Coordinators (SARCs), Victim Advocates (VAs), and other key personnel involved in providing advocacy, crisis intervention, and ongoing support. The session will explore the range of reporting options available—Restricted and Unrestricted—and the implications each has for confidentiality, access to services, legal proceedings, and chain of command notification. Privacy rights and protections under the SAPR Program will be discussed, including the limits of confidentiality, exceptions under law and policy, and the support mechanisms available to preserve dignity and respect for survivors. Participants will also examine the responsibilities of
commanders in fostering a safe and supportive environment, ensuring appropriate response measures, and maintaining accountability for alleged perpetrators. Additionally, the session will cover the military’s collaboration with internal entities such as legal services, medical professionals, and criminal investigative organizations, as well as external agencies including civilian law enforcement and community advocacy groups. These partnerships are essential in pursuing adjudication and implementing long-term strategies to prevent and address sexual assault and harassment within the ranks. By the end of the session, participants will have a well-rounded understanding of how the Oregon National Guard SAPR Program functions to support survivors, enforce standards of conduct, and contribute to a culture of respect, safety, and accountability across the Armed Forces.

Learning Objectives:

  • Describe the mission and key components of the Sexual Assault Prevention and Response (SAPR) Program, including its role in supporting service members and eligible dependents who have experienced military sexual trauma (MST).
  • Identify the responsibilities and functions of Sexual Assault Response Coordinators (SARCs), Victim Advocates (VAs),and other support personnel involved in the SAPR process.
  • Differentiate between Restricted and Unrestricted reporting options, and explain the associated rights, limitations, and confidentiality.
  • Explain the legal and policy-based privacy and confidentiality rights afforded to victims of sexual assault within the military, including exceptions and reporting obligations.
  • Outline the responsibilities of commanders in responding to and preventing sexual assault and harassment, including ensuring victim safety, appropriate reporting, and leadership accountability.
  • Discuss how the military engages with internal support and investigative agencies, as well as external organizations, to ensure proper adjudication, survivor support, and accountability for offenders.
  • Recognize the importance of a coordinated, victim-centered response that promotes trust, respect, and healing whilereinforcing a culture of zero tolerance for sexual violence.

CE Faculty
Andrea Hugmeyer is the Sexual Assault Prevention and Response Officer for the Oregon National Guard.

In this role, she oversees the joint Army and Air Guard SAPR program throughout the state, ensuring 24/7 response services are available to support the needs of victims in addition to ongoing prevention education and training for Soldiers, Airmen, leaders, staff, and community partners.
Previously, Andrea worked in higher education as a confidential campus advocate, violence prevention coordinator, adjunct faculty, and assistant dean in student affairs, while managing a broad scope of initiatives related to conduct and accountability.

She served on the advisory board for the National Crime Victim Law Institute and has actively participated in state cohorts and committees led by the Oregon Attorney General’s Sexual Assault Task Force to improve survivor-centered practices in the state.

Andrea received an Honors Bachelor of Science degree in Sociology and a Master of Arts in Interdisciplinary Studies from Oregon State University.
