LGBTQ+ military members have faced punishment and discrimination for their sexual orientation since the Revolutionary War. Despite progress, 100,000 LGBTQ+ individuals were discharged before Don't Ask, Don't Tell. The fight for visibility and acceptance continues.

Who Should Attend: This training is open to all RVP Volunteer Providers, social workers, mental health counselors, and community providers.
What You Will Learn:
This presentation aims to educate veterans, active service members, and supporters of the LGBTQ+ military and veteran community on
the history of LGBTQ+ military service and veteran advocacy. The presentation will cover various topics, including the Oregon Department of Veterans Affairs and LGBTQ+ veteran program, the history of LGBTQ+ military service before the repeal of DADT, the impact of DADT from 1994-2011, discharge upgrades, and VA LGBTQ+ healthcare.
Attendees will learn about the challenges and discrimination faced by LGBTQ+ individuals serving in the military throughout history, including the “Silent Period” and “Lavender Scare.” Despite progress, such as the repeal of DADT, many LGBTQ+ service members still face challenges, including limited access to veteran benefits and healthcare, and experience higher rates of discrimination, harassment, and assault.
The presentation will also highlight the vital work being done by organizations such as the ODVA to advocate for LGBTQ+ veterans and promote inclusion and acceptance in the military and veteran communities. Through initiatives such as the Breaking the Silence campaign, ODVA is working to raise awareness and support for LGBTQ+ veterans and their families. By educating attendees on the history and current challenges facing LGBTQ+ service members and veterans, this presentation aims to promote greater understanding and support for this important community.
Learning Objectives
At the end of this presentation, the learner will be able to:
- Explain the history of LGBTQ+ military service before and during the period of DADT, including the “Silent Period” and “Lavender Scare.”
- Understand the impact of DADT on LGBTQ+ service members and veterans, including the estimated 100,000 individuals discharged before its repeal.
- Describe the ODVA’s mission and the services offered through its LGBTQ+ veteran program, including the Breaking the Silence campaign.
- Identify the challenges faced by LGBTQ+ service members and veterans in accessing healthcare, including the VHA’s efforts to improve LGBTQ+ healthcare.
- Understand the process and criteria for discharge upgrades for LGBTQ+ veterans discharged under discriminatory policies.

Ian Michael is a Marine Corps Veteran and LGBTQ+ advocate based in Oregon. With a background in psychology and a passion for
supporting veterans, Ian has made it their mission to serve the LGBTQ+ veteran community through their work at the Oregon Department of Veterans Affairs. As the LGBTQ+ Veteran Coordinator & Special Advocate for the Appeals and Special Advocacy Division, Ian is dedicated to promoting inclusion and creating a more equitable and supportive environment for LGBTQ+ veterans.
In addition to their work at the ODVA, Ian is a certified suicide prevention gatekeeper trainer, certified peer support specialist, and Peer Support Specialist educator. They are also certified adult/veteran mental health first aid trainer and have made it their life’s work to promote mental health awareness and support among veterans and their families. With a deep commitment to service and a passion for helping others, Ian is a true asset to the veteran community and a shining example of the power of advocacy and community support.
